How do I make a sticky thread?

I've been looking for the right tool to make a sticky thread. I can't find it, please tell me how to.

When you post a message as Admin, go down to OPTIONS and press +
That should open the menu for your sticky!

Down,at the page there is Options ,click on the + if the options chosing is not shown > Post topic as: And check Sticky
