    Go to the Administration Panel => Display => Pictures and Colors => Pics management 

    There you can add images.

    So this is only happening to you and with Internet Explorer?  Have you tried a different browser?

    This has to do with your JavaScripts. Try disabling your Javaascript Management and see if it reappears.

    all I don't get is the tabs along the top ie

    bold italic underline and adding bits in the post
