If you have JavaScripts, turn off JavaScript Management and see if the issue disappears. If it does, you will need to test each JavaScript to determine which script(s) is causing the issue.

Hello thanks for your answer the thing is that this option never exists at first place so we try to fix the viewtopic body by adding it ..we manage to add it to the right spot but thats all ..i dont know how to make it clickable or how to fix it

It was not by default
The only thing that existed was the option of guests not clickable ,as it should , but when you enter as a member that option vanished ...Totally

This is happening to classic Version / laptop , so if we dont find a solution, this is what im thinking to do
I could get the default viewtopic by Mark who did the theme and check it with mine, the problem is that my theme was heavily modified when i put it not by me ( so probably by mistake the option deleted ) so I'm not sure if i can figure this out by myself

Remove the bottom one and see it the issue disappears.

after i remove it the action totally removed only guest can see it now..
so here is what i have above the removable code maybe this is also a problem

edit : i played with the codes and i fix it ..thanks @SLGray you helped me

now the edit /delete buttons moved down but i will open another topic for that
