Members don't have tool bar option when posting

Description of problem

Hi, one of my members asked me how to insert a image in the post, and I told him, but he claims that he doesn't have the tool bar above the area he types, so he can't insert a image? How do I change this? WE discussed it here!

Hello there,

Are they using mobile devices on the desktop version and are they using iOS? Cause their recent update caused the toolbar above the editor to vanish and the only thing can be done about it is wait for another update and hope that fixes it. The same thing happened a few updates ago too when they released iOS 10.

So the issue is browser specific?
