What is a basket ? How do i use it ?

I searched first and couldn't find any clear results . Then i started clicking topics on the home page and I got this prompt

Lol . Really ? Whatever .

Anyway . I create a basket a long time ago . But I can't figure out how to put topics or forums or posts or anything into it . Is this also what you call garbage ?
