Do you want this member to be Admin so they can use the ACP ?
if yes you need to add them to your Admin settings
To do this
Adding member to the ACP settings:
ACP >> Users & Groups tab >> Groups >> Group Administration
Find : Administrators Click on that one and then add the name to the list.
Now that member will have admin right's like you do.
Now if you want the member to have just the rank and no use of the ACP you need to make a new Group.
To make a new group:
ACP >> Users & Groups tab >> Groups >> Group Administration.
click on the Green Create a new Group
Name: Admin
Group description: As you wish.
Group Moderator : Your name.
Group Members Color : Pick your color as you see fit.
Color Group Members : YES
Group Order : 0
Group status : Closed group
Permission to send private messages in bulk : Admin
Group auto-subscribe : NO
Now save then add your member's name in this like i told you in the last step
