I have a new set of rules in place and want them to be sent to everyone. can I do this all in one PM?

PMs can only be send to groups or to single users, but not to all users at the same time. This is only possible by Email (by using the newsletter-function)

made a hidden group and added ALL members then did a group PM

Hello Corckygrace,

This is also available to do by e-mail, that is much better if you are using some important things. Just go to Admin CP --> Modules --> Newslaters Wink

it is under general > newsletter.
