Description of problem

I'm a newbie here and not sure if I am posting this correctly. I'd like to develop a forum and am willing to pay for it, as I am only an amateur, self-taught programmer.

I'd like to design a forum with nested comments like on Facebook. For example, someone submits a suggestion (the main purpose of the forum), invoking a discussion where someone responds in such a way that others would like to respond specifically to that response. The ensuing "sub discussion" of the original post would be organised together, and there can obviously be many sub discussions for a particular post/topic, possibly even several nested layers. Any suggestions?

So something like blogs?
