There is no limits on who many times you can upload a avatar on your profiles it will just delete the one you had last but there is limited in your ACP >> Display tab >> Avatars >> Avatars management >>ahawkua wrote:Does uploading a avatar picture count towards your media storage space?

Storage space is for the gallery and attachments.
