Server apparently under maintenance.

So, my new site cannot be seen because it says that the server is currently under maintenance. I have looked using search for this problem and have figured out that I'm supposed to uncheck some option about the Forum being Under Construction. The only problem, is that this option does not appear to exist. I went into Administrator Panel>General>Configuration and apparently i was supposed to find this option, but it isn't here. Am i missing something? Thanks for any help.

I just checked my forum and it is there. Are you using php2 or 3?
