notifications and toolbar are included only on the main page - so on two my forums. notifications and toolbar used to be in themes

Have you added any new javaScripts in the last 3 or 4 days ?
My advice is to turn off any JavaScripts you have and then try again see if that fixes it.
If it does then its a code you have added.

but on foreign forums our host no toolbar too

Sadly Windows XP is really old and the browsers are no longer supported and windows will not update either.
This is why you are having problems, The browsers are not updated and well out of date so there will always be problems. We try our best to give you everything all other sites have but sadly with out of date Computers, Operating Systems and Browsers we just can't always help.
It dose look like a browser problem to me as it would be out of date.

I concur with what Ape has said. Keep in mind Microsoft itself stopped supporting Windows XP completely almost 8 years ago now and it was considered outdated even by that point. Nowadays Windows XP is completely obsolete. Almost all modern websites and software are either going to struggle to work or simply not work at all on a Windows XP machine and the primary reason for that is the hardware in computers has advanced astronomically since XP came out in the early 2000s, the lowest end computer today is still something like 5 to 6 times faster and more powerful than a high end machine back then.
My recommendation would be simply to get a new computer, you can find low end ones for 200 if your just web browsing, but a decent average specs one is only 300 to 400 dollars usually.
