Why I can not split the first post from a topic?

Why I can not split the first post from a topic to a selected forum?

Good evening!
Because no such functionality is provided. All posts except the first one can be split from the topic.
You could just copy and create a new thread with an identical first post, and delete the first post in the old thread.
