Forum registration for new members

I did have my forum set so new members had to fill in certain required fields in the new login to be accepted by Admin.
I've just had someone bypass that process.
I can't remember where in the Admin panel nor can I find it where I have set the requirements.
Can someone please refresh my memory.

Admin Panel > Users and groups > Users (on the left) > Users Options



You decide if you want to active account by user or you will authorize their accounts.
