Terms of service,french laws

Hey there

Upon viewing the terms of service that is displayed to joining new members one line says

- Aggressive or slanderous messages, as well as personal insults and critics, the coarseness and vulgarities, and more generally any message contravening the French laws are prohibited.

Is there a way to change that to EU or European Union as adding your own simply adds your own to the bottom of the existing pre written and setup terms of service?

Its ok i coded a new html page replacing the one thats there, same TOS but with EU instead of french laws
