Time format problem Empty Time format problem

Problem with the time format on my forum? I cant get it to show standard 12h format no matter what I set it at. I am in mountain time zone. My forum is www.freshwatermadness.darkbb.com

Change the time format from Admin panel=>General=>Configuration=>Configuration and look for the "Date format" option. Also change it from Profile=>Preferences tab(in your nav bar)

i tried this way, but the old time does not change, it must be 21:50 but it is 20:50 now....help, please...
