Forum-Wide HTML in Posts

I can't find the option that allows HTML in posts. Mind pointing me in the right direction?

Also, is it possible to limit HTML to only be allowed in a certain area, by any chance? If not that's okay, but I really need question #1 answered.

EDIT: I see that its an option in everyone's profiles, but is there a way to force it forum-wide?
EDIT x2: Okay, I ticked the option to allow HTML in my profile, but it still doesn't show up. I want to allow HTML code to be used in posts, but whenever I look it says "HTML is OFF".

You probably have it generally disabled. Be sure "Allow HTML" is activated in "Users & Groups / Users / User Settings" as well. Also, this setting is for the whole board, it's not possible to have this restricted to specific areas.
