member's list for guests [solved]

i disabled that somehow... i'd like guests to be able to see the member's list. in admin>>forum>>permissions>> it is all greyed out, and i can't change any permissions (even though the member's list isn't listed there). i changed it with some kind of checkbox, not deleting image files or anything.

the nav links section is also greying out the members list option...
