Providing links to tv shows and movies. is that legal?

I've seen forums where a post contains links to movies and tv shows.

Are these type of forums legal because they are not the ones hosting the video contain?

Yes, it is legal, you can embed the whole youtube/dailymotion video to your site by using the embed code.

If you mean like pirated or free movies to watch online, then yes. But if they are just some youtube one, then it is fine.

What I tend to do is ask them if i'm unsure, if it is okay to use there video on our forum.

you cant put music, tv soaps, movies or other people videos on your forum at all that wil be breaking the TOS of forumotion and your forum will be deleted.

you can only place videos that you make by yourself..

oh I got you, no I was refering to stuff that is their own content that they made themselves as opposed to Movies, etc...

Unless you either own the copyright or in the case of music have the copyright holders permission.

what TOS mean? Thoracic Outlet Syndrome?
