Goto a site that produces clock widgets. I use FancyGems and WidgetBox but there are many, many sites that have widgets both for free and for a charge.
Typically you'll do a search on their site for clocks just Google Clock widgets.. They will sometimes have a menu that allows you to customize the widget - when you're through there is a command normally named embed or get code. Copy the code. Go to your forum and goto widget management - create a new block and paste the copied code into the box you'd normally program a widget. Paste it where you want on your portal and that's it.
Take a look at my forum to see how it looks, I found so many interesting clocks, I change them from time to time to keep from getting bored.
(I assume that you mean adding your own clock rather than the one in the new admin panel - I haven even seen that one yet)
p.s. In customization you can normally size the clock to fit in your forum columns. I had to remove the use table option because the tables use some type of padding that gives the clock an unattractive border.
