I can't see the option turn HTML on Empty I can't see the option turn HTML on

My forum : http://bestinme.forumotion.net . I want to turn on HTML to play music code on my page but i can't see this option.
this is the path to change ? :Administration Panel=> Users & Groups => Users options or Profiles. but i can't find any option content HTML on or off
I do something wrong?? Please help me !!

USers & Groups / User Options" and set the option "Allow HTML" to YES. I can't find this option in my admin control panel

The path in the admin panel is "General / Forum / Messages and Email". Wink
