Adding new Ranks to the Legend Empty Adding new Ranks to the Legend

Currently I only have the Groups "Administrator" and "Moderator".
Can somebody answer these questions for me?

1. How do I add more Ranks to the Legend
2. How do I put people into those Ranks on the Legend (ex. If I want to make somebody a moderator)
