Cheewy, I have to issue a warning now, I have told you already via pm that the report button is not for noting the staff about support questions and you do it anyway. Please avoid this in future.

To answer your question: this icon is just a relative wide animated .gif (the blinking letter belongs to the same image as as the orange boxes to the very left, it's one picture) that is defined as the "new posts" icon (Display / Pics Management / Advanced / Icons for forums). If you want to have something similar, you have to create it yourself or request it in the Graphic Requests Section.
