Log In Window Customization

I apologize if this has been answered already, but my searching turned up nothing.

I am wondering is it possible to edit the page you land on when first attempting to access a forum (where it has the username and password boxes, below has a register button etc).

I just want to add a message on that page. Is this possible?

It may be possible on phpbb2 with template editiing however it is not customizable on any other version of the forum,

Ah, thanks - is it possible to edit the text that explains the registration process then (i.e. to give any info along the way regarding registration?)

yes... I think you mean additional rules...
cos you have a set of rule when you click the registration button,... and you can add more rules to that page.

admin panel-> general -> additional rules
