how do you unlock the forum Question

What do you mean "Forum"? Is it the whole forum itself, or the forums in the Categories?

General Tab
Categories and forums
Find the forum you have locked
Click on the yellow circle that represents MODIFY
See forum status: Select lock or unlock

this is all it says Site name,Homepage name,Site description *,Default Language,Date format,System Timezone, Update the number of posts from a user and set his number of private messages to 0 : Reset the most online user record : Check it to resetResynchronize your forum : Check it to resynchronize
