I have my forum set up to send me an email when someone registers and then i would activate it so they can join the forum, i have given a couple people administration permissions and i was wondering if they would receive the same emails i do for new members and would be able to activate them ?

Yes they can Activate them

As long as they Are on the Chain of Command they have can do anything but delete the forum
