Permissions Locked Empty Permissions Locked

My Problem: When I go into Admin Panel/ Users and Groups and then go to permissions
I can no longer mark or unmark all. Before I could manually check these boxes to restrict certain members access to certain forums.

In the little explorer tab a code comes up when I try to Unmark All simple permissions.

Javascript:select_switch2(false,"private");
