    Go to Admin Panel > Modules...
    Scroll down, there is an option "HTML Pages Management".
    Click it. Then click "Create New HTML Page".

    What do you mean by not making it work? Do you want it to show up on your forum or something. If you do, then what I did was make widgets and copied the link of the HTML pages into the widgets (which made them appear on the forum page.
