HTML code Help please

Good Evening all,
I have moved to fourmation due to the closing of MSN groups, I have to say that personally
I LOVE it! I opened my forum on the or around the 19th of Oct, I set my forum up to be able to use
HTML codes, well because I can use my backgrounds I made at msn alot of other people are moving thier groups over here as well. I have actually helped 3 different ladies get thier forums set up, NOW here is the issue, 1 out of the 3 can copy and paste my backgrounds with NO problems, just like I can, and 2 cannot,
I have even looked at the admin panel and it looks like everything is set the same,

also I noticed the first couple of days I had the option in the admin panel to go to the "old version" and now that is gone, is there anyway to turn that back on,
