how to apply banner to homepage

I have done this many times before so I don't know what the problem is. I'm trying to put a banner on my home page with a link to another page.
Here's what I use.

All that shows up is the code. Please help. Thank you.

Otherwise, your cod sould normally work, did you disactivate the HTML editor, or press the button beofre postin the code?
