To make someone go moderator of the panel or in profile and then you select the categories you want to be moderators .. but does not recommend it ..

what you can do is go to Users and groups >search users
find the name of the person you want to make a mod
above their user name you will see 2 tabs MODIFY and PERMISSIONS
click permissions
scroll down to the forum you want them to moderate on the right you will see a column that says Moderator status
tick IS MODERATOR for the forum you want that member to moderate
then save
