ok so here is my portal. right there where the gallery is, is there anyway i can change that to a little welcome thing for new visitors, and then mention the member of the month?

If you go to Portal management> scroll down to 'structure' under the tab that says "Action"
from there you can drag and drop what widgets you want in the portal
Click on Create custom block to make your own widgets you want in the portal.
here is just a very quick example:
