At the bottom of the Display panel you'll see a list of templates that range from profiles to portal to general, and more. If you've purchased the template editing, then instead of tweaking the CSS, which only covers a minute amount of editing possibilities, you can edit each individual portion of the forum itself.
For example, you can change the links the footer of all your forum pages, edit the layout of the profile pages (even change the colors on just the profile pages), edit the text color on the main forum page but not on the portal, etc.
Template editing just gives you more control on how each part of your entire forum looks and feels.

Template Editing lets you edit each portion of the forum using the HTML codes.

I love template editing but it is so complicated, You edit one and then it don't show up until you approve it. You edit another and another and you have to keep approving them one at a time. Really annoying.

If you add an element where no style is applied (an element with a new class for example), it's normal that the display isn't correct since you haven't formatted it yet through CSS. This might sound complicated for a rookie, but for someone like me who's used to code this way (using CSS for formatting), it comes naturally. If you look at my website's source code, you'll see that there is no presentation tags, only "structural" tags, and a CSS stylesheet to manage the presentation.
Plus, you have to make sure you close your tags correctly, especially since even the phpbb2 version is now in XHTML 1.0 Transitional instead of HTML 4.01 transitional, so no capitals in tags and attributes, no tag closing omission, no quotation mark omission in attributes, and fully written "self-named attributes" like nowrap="nowrap" or checked="checked", no closing tag without their opening tags and no bad closing order (the first to open MUST be the last to close). Respecting these rules will ensure to prevent display bugs.
And it also depends of the tags you choose. Some tags like <span>, <strong>, <em>, <a>, <img> are inline-type while <div>, <table>, <h1> to <h6>, <p>, <ul> are block-type.

EDIT
True Its just so annoying when I want to edit each template to my standerds of what a forum should be like.
Edit: I left the HTML on
