How to change forum language

I have create a forum, but I choose the language is English.
Now, I want to change it into Vietnamese. What must I do, and can I do it in Administrator Panel?

PS: May be I have some English mistakes, hopefully you can understands

In the admin panel go to the General tab
click on Configuration
there should be a drop down box to choose forum language.
you also should change the language option in your profile as well
under the Preferences tab.
