scrolling replies are not working

Hi everyone,
Can anyone help me by providing me a code that allows scrolling messages in quick reply.
I've already tried this code <marquee></marquee>, However when I preview the message, it appears scrolling but when I send it, the code appears with the message.

log in into your forum
go to profile > preferences

find : "Always allow HTML :"

set to yes
