How do I add new places where you click then there is a like to where members can make new topics

And are you able top put the chatbox in the portal?

#2- You can add the chatbox to portal.
go to Modules>portal management> scroll down to Portal pages list and
click on 'structure'
scroll down to the existing widgets box and use the drop down menu to assign the chatbox to the location in the portal that you want.
