Is it possible to completely change the look/outline of the forum with just editing/remaking the css...
Also what format does it have to be in if this is possible?

I suppose you can change your whole forum with css. I like creating my own weird backgrounds and adding them to the css. Basically so I wouldn't mess up my board while testing my backgrounds. I created Smoore testing designs, another forumotion board. I use to "test" my desgins before adding them to my formal board. Both boards are phbb3.
