how to add a SOLVED sign for a solved problems?..

Admin Panel>>Display>>Pics management>>Topic Icons then add text or Picture.

only I can place it after a question is solved?..or it's like here that users can also have the option to put their post to solve?

You can edit when a memebers question is solved. With the drop down box saying who can use it.

You can put more then just solved Icon you can put NEW PLEASE READ, Important, etc..
