How would I get something like this?

Have a general discussion categorie, and when you click it there's two forums that say "Tech Talk" and "AQW"?

Thats a sub-forum.

You can make one by making a new forum and attaching it.

Administration panel=>General=>Forum=>Categories and forums=>Select the forum=>Attached to Wink
