the option to allow new members is selected as yes, but new members cannot register still. help please?

You have set the box marked "Allow new members" to yes, correct?
Have you also changed the "New accounts activation" box to either "Automatic Activation" or to "User"?

Have you done this, Go to Users & Groups>> Users options>> Members>> New accounts activation>> Check User and Save.

You should check that your forum isn't in construction or on holiday by going to your forum's Administration Panel and clicking on the General Tab.

try this: Users & Groups > Users options > Members > New accounts activation > Check User and Save.
