I'm using the Invision template for my forum and I want to know if/how I can also include the board index at the bottom of the page as well as keeping the existing one at the top? ...so if I scroll down 20 posts in a topic I can select a category/forum from the index to go to, eliminating the need to scroll back to the top to do this.

unfortunately that isn't really possible.
I suggest pressing home on your keyboard to go to the top... its much faster.
