Help Changing a Color in CSS Style sheet

Could someone point me to the right part of CSS to add the border shown in the pic? Thanks

I don't know if you're showing enough in the image to determine the part of CSS you need to change. Is this the area on the main page where you put your added HTML code? If so, here is what to change in phpBB3:

You can change the border thickness, type, and color to whatever you want. Let me know if this helps.
