You are using invision, that's the way that version is. I don't know why it's so far down, but I'm fairly sure there's no way to change it.

Yesi had this problem to get them back up change your forum to phbb2 i tried with all ther versions and they only go next to the personal profile fields in phbb2

Invision is the only forum style I like. =/
But that space annoys me so much.
