Trying to create public gallery

I go into admin panel, under modules and into gallery, select management and attempt to add a category. Add the name, description, pic associated with category, pic approval status. Only parent category is Gallery root.

I want to create a public category, however every time I fill in the fields, I get the message "General Error- Could not create album category"

How do I create a general album, not a presonal album??? It does not work!

ACP -> Modules -> Gallery -> Management
