Remove Portal Text Box?

Can anyone advise how to remove the Text box over at the portal? Some can be remove while some can't

Please advise.

go to
ACO -> Modules -> Portal Management
Select your Portal, although there should only be one.
You can then choose what Widgets are put in that Portal.
