permission problem

i want one of my forum in a category to be like this
only admin and moderators can post topics
members are allow to reply on the topics but can't post new topic.
is it possible?

General>Categories & Forums
Click on that forum.
Permissions tab
Open a new topic: Check for moderators, admins, uncheck for members
Reply a topic: Check it for everyone including admins, moderators & members

ouch.... members can still post topics...
i already disable for them to post topic in that forum
