Review the Graphics Staff

I see major flaws in the Graphics Staff.

Jalokim is an exception as he has priorities to deal with. ImProviser and RikaComet are really good, so they too are an exception.

The rest of the Graphics Staff need to sharpen up a bit on the rules. They are changing the rules for different people and allowing some to get away with violations, but not others. This needs to be taken care of, because the these few graphics staff members are acting like 11 or 12 year old children who shouldn't even be on here unless the Administrators have the COPPA form their parents filled out, which I highly doubt they do.
