Where is the option to have scrollbar?

Scrollbar? What do you mean by that? Browser scrollbar?

Your scroll bar is on the far right hand side of the screen, or the bottom.
NOTE : if they is not needed it isnt there

The only scroll bar on that forum is for the internet browser, on the right hand side!

Unless u mean the scrolling cyan blue words, that is the announcement feature in:
Admin panel >> General > messages and emails/announcement
