notice for the chatbox

is there a way i can post an Notice: SPEAK ENGLISH, RESPECT ALL MEMBERS, READ THE SITE RULES <<<< like this in the chatbox?

No there is no way.

I do not use the chatbox (I took a chat service I paid for elsewhere and inserted it into my portal with a HTML module). Then, in order to have my chat etiquette listed just above the chat, I simply inserted another HTML module into my portal.

Here's a screenshot of my portal (size edited so not to take up too much space).



It might not be exactly what you're hoping for, but it leaves no wiggle room for an individual to say they didn't see your rules.

You can't put it in the chatbox, but you could put it in your forum's rules.
