Access to Forum HTML / PHP(?) code? Empty Access to Forum HTML / PHP(?) code?

Hello,

This may be a stupid question, but is there a way to access the HTML & is it PHP? code for the forum? Specifically, the "submenu" nav. It's been coded horribly and I would like to neaten it up so I can customise it properly with CSS. I am familiar with PHP & HTML and only need to know how to get access...

To access the css

Display>Colors.
css stylesheet tab

yeah thats the CSS, but is there a way to access the html/php to make some modifications to the nav code?
