Admin CP > General > Categories & Forums > Click modify (how do i lock an entire forum? Editer) button of the forum you want to lock.
Forum status : 'Locked'
'Save'

Or if you want to lock the whole site for visitors,
General > Configuration > Forum in construction : 'Yes'
